Syntax: cast 'freeze' [optional target]

When cast on water, a target may or may not be named. If named, the afflicted character suffers penalties to their Dexterity score and dodge, evade and kick skills. If the target is not named, the spell attempts to freeze the water beneath the combatants, which has a static chance to lag those who slip. Water templars and water scholars have no chance of slipping.

When underwater or within a wall of water, freeze is considered an Area of Effect spell. This spell allows a save to negate the penalties, and cannot be cast on other terrain.
